Is it proper to girth hitch a hanger directly with webbing when setting up a top rope anchor? I vaguely recall someone telling me that the "metal to webbing" connection was bad because the metal might cut the webbing. A carabiner, being a round section, wouldn't be as likley to cut under a heavy load.

It's a great idea if you have some sort of death wish. The hanger in that situation will work like a knife on the runner. You may get away with it once maybe twice but that practice will bite you.
Standard ovals are only $5.95! Are you telling me it is not worth 12 bucks to save your self a broken bone or 2?!!!!!!
I shake my head at the short cuts people take. If you are not willing to equip yourself properly you should consider another sport.

yeah, you NEVER attach a sling directly to a hanger or any sort of cable (nuts, hexes, etc) get some ovals or you can even find inexpensive lockers for about $9

Absolutely correct. Don't run any runner or ropes through a bolt anchor. Gotta have that smooth rounded surfact of a 'biner at least.

ANOTHER POINT:
Please remember when setting up a top rope to use beaners and webbing. Putting your rope through rings or chains is bad ju ju. People spend their own money to place anchors and we need to respect their effort.
